• Provide leadership and promote economic development in the Windward Island territories (St. Maarten, Saba, and St. Eustatius).
  
• Provide advice and information to the Executive Council of the Government of the Island territories on matters and activities related to the enhancement of the business climate, economic well being and quality of the Island territories.
  
• Maintain the trade and Foundation registers.
